Buying property in Dubai: a decision-first guide for international buyers.

A property decision should connect ownership eligibility, asset verification, contract review, payment obligations, registration and the intended use. This guide provides a research framework; it is not legal or investment advice.

Stage one

Define the use case before viewing projects

Write down why you are buying, who will own the property, how it will be used, the complete budget, preferred completion status and decision horizon. Separate essential criteria from preferences. A home, a long-term holding and a short-term exit scenario require different evidence.

Stage two

Verify the property, project and parties

Use official Dubai Land Department channels and appropriately qualified advisers to verify the ownership or project facts, seller or developer details, registration route and any conditions affecting the transaction. For under-development property, distinguish registered project facts from marketing claims and planned infrastructure.

  • Confirm the property and title or project details through the official route.
  • Verify the contracting party and authorised representatives.
  • Check whether the intended ownership structure is permitted.
  • Review building, community and service obligations.
  • Record what is delivered, under construction or only planned.
Stage three

Use comparable evidence, not a city-wide average

Compare properties that match area, type, size, condition, age, view, completion stage and timing. Registered transaction evidence and advertised asking prices serve different purposes. Explain which one supports each conclusion and avoid treating an asking price as a completed value.

Stage four

Obtain independent contract and transaction advice

Before signing or paying an irreversible amount, have appropriately qualified advisers review the contract, ownership facts, payment schedule, default provisions, completion or handover conditions, registration route, service obligations and any representations relied upon. Stage five

Follow the official registration pathway

DLD publishes the official property sale registration service, including current required documents, steps, channels and amounts. Use the service information for the exact transaction and check it again immediately before proceeding because requirements can change.

Additional checks

Treat off-plan purchase as a different risk set

Under-development property adds delivery, project, construction, payment-schedule and future-market uncertainties. Verify official project information, review the contract independently, test delays and changed personal circumstances, and avoid promised-return or guaranteed-completion claims.

After purchase

Plan ownership beyond completion

Record service and maintenance responsibilities, property management needs, insurance, utilities, occupancy plan, document storage and an annual review date. If the intended use depends on residence eligibility or another authority outcome, verify that route independently; a property purchase does not by itself guarantee residence approval.

Pause before acting

Stop when evidence and pressure move in opposite directions

  • Pressure to pay before independent verification.
  • Guaranteed price growth, rental return, completion or residence outcome.
  • Unclear contracting party or payment destination.
  • Material differences between the sales description and contract.
  • Missing official project, property or registration evidence.
  • Advice that discourages independent professional review.
