Define the operating model first
A licence is permission for specified activities within a defined structure and jurisdiction. The business model therefore needs to be clear before comparing authorities, facilities or setup offers.
Write a one-page operating brief: products or services, intended customers, sales channels, where work will happen, required facilities, owners, managers and any residence needs. That brief gives a specialist enough context to test activity codes, legal form, approval dependencies and jurisdiction fit.
If two setup options use different activities, premises or authority approvals, their headline prices are not comparing the same business.
Mainland or free zone is an operating question
Both routes can be appropriate. The better fit depends on what the company will do, where its customers are, where it needs to operate and whether the relevant authority permits the proposed activity and structure.

Official UAE guidance places activity identification and legal-form selection at the start of the standard mainland process. The legal form must be compatible with the activity, and additional approvals may be required for regulated sectors.
Describe the activity plainly
Use a clear commercial description before trying to select an authority code. Similar-sounding activities can carry different permissions.
Map every revenue line
If the company will sell more than one service or product, test whether all material activities can sit within the intended licence.
Identify the regulator
Education, food, healthcare, financial, legal and other regulated work may involve approvals beyond the licensing authority.
Check ownership facts
Record each owner, whether an individual or entity, and the intended management and signing arrangement.

Compare total setup scope, not a headline fee
Costs depend on the authority, activity, legal form, number and type of owners, premises, external approvals, immigration-related needs and optional services. A useful comparison should show what is included, what is excluded, when each amount becomes due and which amounts can change after authority review.
