When a mainland route may fit
A mainland company is licensed through Dubai’s Department of Economy and Tourism for approved commercial activities in the emirate. It may be relevant when the operating model involves direct local-market activity, a physical Dubai location or contracts that require a mainland entity. The licence must still match the real activity, legal form and any sector-specific permissions.

Map whether the company will serve consumers, businesses, government entities or a mix, and where contracts will be performed.

Identify whether the activity needs an office, shop, warehouse, professional facility or another approved premises type.
Activity approval
Check whether another regulator must approve the activity before or alongside licensing.

Record every proposed owner and manager so the permitted legal forms can be tested accurately.
Match the activity, trade name and legal form
Official UAE guidance places activity selection and legal-form selection near the start of setup. A broad marketing description is not enough: list every material revenue line and explain how each will be delivered. The selected legal form must be compatible with those activities and the intended ownership.

- Check that the proposed trade name complies with authority rules and is available.
- Identify whether foreign corporate owners or overseas documents are involved.
- Confirm who will manage and sign for the company.
- Separate company licensing from any related residence application.

Build a document map before applying
Requirements differ by owner type, legal form and activity. Ask for a written, authority-specific list rather than relying on a generic checklist. The map should identify the document, who supplies it, whether translation or attestation may be needed, its validity period and the stage at which it is required.

Compare the complete scope
A useful quotation separates official authority amounts, premises, external approvals, document preparation, service support and recurring renewal items. It should state what is included, what is excluded and what may change after authority review. Do not compare packages that assume different activities, facilities or ownership facts.
If the quote assumes a particular activity, facility or number of owners, record that assumption beside the amount so later changes are visible.
